Nieuwe vragen Tweede Kamer over haatzaaiende Turkse demonstratie tegen Armeens genocidemonument

Pieter+OmtzigtDen Haag 1 november 2014 – Tweede Kamerleden van 5 partijen hebben nieuwe schriftelijke vragen gesteld aan de Ministers van Buitenlandse Zaken, Sociale Zaken en Werkgelegenheid en Veiligheid en Justitie omdat zij ontevreden zijn over de antwoorden op hun eerdere vragen over de Turkse demonstratie op 1 juni 2014 in Almelo (zie Persbericht FAON van 10 juni 2014).

In een 17-tal vragen wordt door Tweede Kamerlid Pieter Omtzigt (CDA) mede namens de SP, de CU, de SGP en de PVV o.a. doorgevraagd over de contacten die er blijkens de antwoorden zijn geweest tussen Turkse en Nederlandse autoriteiten met betrekking tot het genocidemonument in Almelo en de daartegen georganiseerde Turkse demonstratie, en over de actieve rol van Turkse autoriteiten bij de organisatie van de demonstratie. Dit betreft o.a. het aanbieden van gratis busvervoer door het Turkse ministerie voor godsdienstzaken Diyanet, waarvan de regering zegt kennisgenomen te hebben, en de oproep van de Turkse consul aan Turkse organisaties om aan de demonstratie deel te nemen, welk bericht bij de regering bekend is, maar niet te verifiëren zou zijn.

Met name missen de Kamerleden elke stellingname van de regering met betrekking tot de gang van zaken, de uit duizenden kelen gescandeerde leuze “Karabach wordt het graf van de Armeniër”, de entourage van Ottomaanse kleding en muziek en de in vele vormen geuite genocide ontkenning. De Kamerleden wijzen hierbij ook op de brief van de FAON van 23 juni 2014, waarin duidelijk is aangegeven dat de Armeense gemeenschap een afkeurende reactie van de regering op de gebeurtenissen van 1 juni sterk heeft gemist, welke brief nog steeds niet beantwoord is, terwijl de Kamer hier een reactie op heeft gevraagd.

De Kamerleden vragen met nadruk waarom de Nederlandse regering zich tot dusver steeds afzijdig houdt met betrekking tot de discriminatie en genocideontkenning ten aanzien van Armeniërs, terwijl in andere gevallen met name door de minister voor Integratiezaken, maar ook door andere bewindspersonen, terecht en direct stelling wordt genomen zodra dergelijke zaken zich in Nederland voordoen. Is de Nederlandse regering bereid tot een gelijkwaardige opstelling te komen ten aanzien van bevolkingsgroepen en ten aanzien van de drie grote genocides, die aan het NIOD worden gedoceerd…? Ook willen zij weten waarom de Nederlandse regering zich tot dusver afzijdig houdt bij de herdenking van de Armeense genocide, terwijl ze altijd terecht en consequent aanwezig is bij herdenkingen zoals van de Holocaust en de Rwandese genocide en ook van andere aangelegenheden in de geschiedenis van de verschillende bevolkingsgroepen in Nederland.

De Kamerleden vragen ook op welke wijze de regering, gelet op de tot nu toe geslaagde acties vanuit Turkije, zal garanderen dat de Turkse overheid geen verdere invloed doet gelden op de wijze waarop in Nederland in 2015 wordt herdacht, dat 100 jaar geleden de Armeense genocide plaatsvond. De Kamerleden vragen de verzekering van de regering zich niet afzijdig te houden bij deze herdenking en hierbij aanwezig te zijn.

De Kamerleden willen ook weten wanneer een reactie van het OM te verwachten is op de aangiftes die zijn gedaan tegen de haatzaaiende en genocide ontkennende uitspraken en leuzen tijdens de Turkse demonstratie. Deze aangiften zijn door Samenwerkende Armeense Organisaties, te weten de Federatie Armeense Organisaties Nederland (FAON) en het Nederlands Armeens Comité voor Rechtvaardigheid en Democratie (Hay Tad) eind juni 2014 gedaan.

New Questions by the Dutch Parliament on the Turkish rally inciting hatred against Armenian Genocide Memorial

The Hague, 1 November 2014 – Five Parliamentary factions have submitted new written questions to the Minister of Foreign Affairs, the Minister of Social Affairs and Employment (including Integration portfolio) and the Minister of Security and Justice, because they are dissatisfied with the answers to their earlier questions on the Turkish demonstration on 1 June 2014 in Almelo (see Press Release of FAON from 10 June 2014).

The Dutch MP Pieter Omtzigt (CDA – Christian Democratic Appeal) also on behalf of the Socialist Party (SP), the Christian Union (CU), the Reformed Political Party (SGP) and Party for Freedom (PVV) continues asking the Government with 17 new questions, among others, about the contacts that have taken place, according to the answers to their earlier written questions, between the Turkish and Dutch authorities concerning the Genocide Memorial in Almelo and the Turkish demonstration organised against it, as well as the active role of the Turkish authorities in the organisation of the demonstration. This concerns, among others, the offer by the Presidency of Religious Affairs of Turkey Diyanet for free bus transport, of which the Government says to have taken note and the call by Turkish consul upon the Turkish organisations to participate in the demonstration, which is known to the government but it would not be subject to verification.

In particular, the members of parliament miss the position of the government regarding the state of affairs, the chanted slogan from thousands of throats “Karabakh will be the tomb of the Armenian”, the entourage with Ottoman costume and music and the Genocide denial expressed in many forms. The members of parliament also point out to the letter of the FAON of 23 June 2014, in which it is clearly indicated that the Armenian community greatly missed an adverse reaction of the government on the events of 1 June 2014, the letter which is still not answered, while the Parliament has asked a reaction of government to it.

The members of parliament stress why the Dutch government has so far always been aloof with regard to discrimination and Genocide denial regarding Armenians, while in other cases, Dutch Ministers, in particular the Minister for Integration Affairs, rightly and directly make a stand when such issues arise in the Netherlands. Is the Dutch government willing to come to a similar attitude towards different population groups and towards the three major genocides, which are taught at the Institute for War, Holocaust and Genocide Studies (NIOD)…? They also want to know why the Dutch government keeps so far distance from the commemoration of the Armenian Genocide, while it is always rightly and consistently present at commemorations such as the Holocaust and the Rwandan genocide and other historical events of various population groups in the Netherlands.

Members of parliament also question how the government, given the hitherto successful actions from Turkey, will ensure that the Turkish government does not further influence the events in the Netherlands dedicated to the centennial of the Armenian Genocide. The members of parliament demand assurances from the government not to be distant from this commemoration and to attend these events.

The members of parliament also want to know when a reaction from the Public Prosecution Service is expected on the complaints made ​​against the declarations and slogans denying Armenian Genocide and inciting hatred during the Turkish demonstration. These complaints have been made end June 2014 by the Joint Armenian Organisations, namely the Federation of Armenian Organisations in the Netherlands (FAON) and Dutch Armenian Committee for Justice and Democracy (Hay Tad).

Հոլանդիայի խորհրդարանի նոր հարցադրումները, Հայոց ցեղասպանության հուշահամալիրի դեմ թուրքական ատելություն սերմանող ցույցի մասին

Հաագա, 1 նոյեմբերի 2014 – Նիդերլանդների խորհրդարանի հինգ խմբակցություն նոր գրավոր հարցեր է ներկայացրել Արտաքին Գործերի նախարարին, Սոցիալական Հարցերի և Աշխատանքի (որը կրում է նաև Ինտեգրացիայի պորտֆելը) նախարարին և Անվտանգության և Արդարադատության նախարարին, քանի որ պատգամավորները դժգոհ են 2014 թ. Հունիսի մեկին Ալմելո քաղաքում կայացած թուրքական ցույցի վերաբերյալ իրենց նախորդ հարցերին (տես 2014 թ. հունիսի 10-ի Հոլանդահայ Ֆեդերացիայի մամլո հաղորդագրությունը) հոլանդական կառավարության տրված պատասխաններից:

Հոլանդացի պատգամավոր Պիտեր Օմզիգտը (Քրիստոնյա Դեմոկրատական Կոչ – CDA), նույնպես Սոցիալիստական Կուսակցության (SP), Քրիստոնեական Միության (CU), Բարեփոխված Քաղաքական Կուսակցության (SGP) և Ազատության համար Կուսակցության (PVV) անունից 17 նոր հարց է ներկայացրել կառավարությանը, որտեղ, ի թիվս այլոց, շարունակում է հարց բարձրացնել այն շփումների մասին, որոնք նախորդ գրավոր հարցերի պատասխանների համաձայն, տեղի են ունեցել թուրքական և հոլանդական իշխանությունների միջև Ալմելոյի Մեծ Եղեռնի հուշահամալիրի և դրա դեմ կազմակերպված թուրքական ցույցի, ինչպես նաև հանրահավաքի կազմակերպման գործում թուրքական իշխանությունների ակտիվ դերի վերաբերյալ: Սա վերաբերում է, ի թիվս այլոց, Թուրքիայի կրոնական հարցերով վարչության (Diyanet İşleri Başkanlığı) կողմից անվճար փոխադրամիջոցներ տրամադրելուն, որի մասին կառավարությունը հայտնում է, որ ընդունել է ի գիտություն և հանրահավաքին մասնակցելու համար թուրքական կազմակերպություններին հղած Թուրքիայի հյուպատոսի կոչին, որին հոլանդական կառավարությունը տեղյակ է, սակայն ստուգման ենթակա չի լինելու:


Պատգամավորները շեշտում են թե ինչու հոլանդական կառավարությունը մինչ այժմ վերապահ է եղել հայերի նկատմամբ խտրականության և հայոց ցեղասպանության ժխտման հարցերում, իսկ այլ դեպքերում, հոլանդացի նախարարները, մասնավորապես Ինտեգրման հարցերով նախարարը, իրավացիորեն և ուղղակի դիրքորոշում են ընդունում, երբ նման հարցեր են առաջանում Նիդերլանդներում: Արդյո՞ք Հոլանդիայի կառավարությունը պատրաստ է նույն վերաբերմունքը ցուցաբերել բնակչության տարբեր խմբերի և Պատերազմի, Հոլոքոսթի և Ցեղասպանության Ուսումնասիրության Ինստիտուտում (NIOD) դասավանդվող երեք հիմնական ցեղասպանությունների նկատմամբ … Նրանք նաև ցանկանում են իմանալ, թե ինչու է Հոլանդիայի կառավարությունը շարունակում մինչև օրս վերապահ մնալ հայոց ցեղասպանության ոգեկոչման նկատմամբ, այնինչ այն իրավացիորեն և հետևողականորեն ներկա է տարբեր հիշատակի միջոցառումներին, ինչպիսիք են Հոլոքոստի և Ռուանդայի ցեղասպանության հիշատակի օրերը և Հոլանդիայի տարբեր ազգաբնակչությունների այլ պատմական իրադարձությունների հիշատակման միջոցառումները:


Պատգամավորները ցանկանում են իմանալ նաև, թե կառավարությունը ինչպես է ապահովելու, հաշվի առնելով մինչ այժմ Թուրքիայի հաջողակ գործողությունները, որ թուրքական կառավարությունը չկարողանա ազդեցություն ունենալ Նիդերլանդներում հայոց ցեղասպանության հարյուրամյակի միջոցառումների վրա: Պատգամավորները պահանջում, որ կառավարությունը վստահեցնի, որ հեռու չի մնալու ոգեկոչման միջոցառումներից, այլ կապահովի իր ներկայությունը:


Պատգամավորները նույնպես ցանկանում են իմանալ, թե երբ է սպասվում դատախազության պատասխանը ներկայացված գանգատների, որոնք ներկայացվել են ընդդեմ թուրքական ցույցի ժամանակ հայոց ցեղասպանության ժխտման և ատելություն սերմանող հայտարարությունների և լոզունգների: Գանգատները ներկայացրել են Համագործակցող հոլանդահայ կազմակերպությունները, ի դեմս Հոլանդահայ կազմակերպությունների ֆեդերացիայի (FAON) և Հոլանդիայի Հայ Դատի հանձնախմբի, 2014 թ. հունիսի վերջերը:
