Kritische vragen Tweede Kamer over haatzaaiende Turkse demonstratie tegen Armeens genocidemonument

Den Haag 10 juni 2014 – Met de schriftelijke vragen van Tweede Kamerlid Pieter Omtzigt (CDA) is een eerste reactie van Nederlandse zijde op de Turkse demonstratie op 1 juni 2014 in Almelo een feit. De vragen zijn mede namens de SP, de CU, de SGP en de PVV ingediend. De demonstratie, officieel gericht tegen het woord “genocide” op een recent onthuld monument op privé terrein van de Armeense kerk in Almelo, ontspoorde in een manifestatie van genocide-ontkenning met een veelheid aan anti-Armeense leuzen en spreekkoren.

De FAON is van mening dat een dergelijke haatzaaiende demonstratie niet zonder een scherpe reactie en gevolgen kan blijven en bedankt de 5 partijen voor hun kritische vragen. Een spoedig antwoord van de regering is wenselijk, temeer daar beelden van de demonstratie niet alleen op internet nog circuleren, maar ook op Turkse TV-kanalen herhaald worden.

De vragen van de 5 partijen zijn gericht tot de Minister van Buitenlandse Zaken, de Minister van Sociale Zaken en Werkgelegenheid (met de Integratie-portefeuille) en de Minister van Veiligheid en Justitie, daar deze ministers allen betrokkenheid hebben bij dit onderwerp.

Met betrekking tot de wijze van organisatie van de demonstratie wordt de Ministers gevraagd of zij op de hoogte zijn, dat de demonstratie vanuit Turkije is georganiseerd, waarbij bijv. gratis busvervoer was geregeld door Diyanet (het Turkse ministerie van godsdienstzaken), dat de UETD (Union Europäisch-Türkischer Demokraten), een lobbygroep van de regerende partij AKP van premier Erdogan betrokken was, en er vanuit de moskeeën dringend werd opgeroepen om deel te nemen aan de demonstratie.

Wat betreft de inhoud wordt in de vragen gewezen op de beledigende, opruiende en haatzaaiende leuzen en intimiderende setting met Ottomaanse kostuums en uitrusting met legermuziek. Sprekers vertolkten vaak op grove wijze de ontkenning van de Armeense genocide, conform het standpunt van de Turkse regering. De anti-Armeense opzet bleek onder andere ook uit het feit dat, naast het doel van demonstratie, andere thema’s zoals de kwestie Nagorno Karabach op werden gevoerd, waarbij vanuit de organisatie de deelnemers werden opgezweept om (in het Turks) te scanderen “Karabach zal het graf van de Armeniërs worden”.

De vragenstellers vragen daarbij of er voor het Openbaar Ministerie aanleiding is voor een onderzoek naar de leuzen en uitspraken die bij de demonstratie zijn gedaan. Ook vragen zij welke stappen de Minister van Buitenlandse Zaken voornemens is en of hij een en ander met zijn Turkse ambtsgenoot zal bespreken. Tevens worden de ministers gevraagd of zij bereid zijn afstand te nemen van aard en toon van de demonstratie en van de gebruikte leuzen.

Reactie FAON
De demonstratie op 1 juni in Almelo was volgens de aankondiging gericht op het woord “genocide” op het monument in Almelo bij de Armeense kerk, maar ontaardde in een totaal anti-Armeense, racistisch getinte demonstratie. Verder werd er door een band in historische Ottomaanse legerkledij Ottomaanse muziek gespeeld, een regelrechte verwijzing naar de tijd en de daders van de genocide. Internationaal zijn historici en genocide deskundigen van naam het reeds lang en op basis van overvloedig onderzoeksmateriaal eens dat er sprake was van genocide en ook vele landen hebben deze genocide erkend. In Nederland heeft het hoogste politiek orgaan, de Tweede Kamer, de Armeense genocide in 2004 unaniem erkend (Motie Rouvoet).

De FAON tekent protest aan tegen acties als op 1 juni in Almelo en vraagt dringend de aandacht van de regering hiervoor en verwacht dat opgetreden zal worden, zowel voor wat betreft de inhoud van de demonstratie, als voor het feit dat de Turkse overheid hierachter zit. Ontkenning van de Armeense genocide gaat hand in hand met racisme en anti-armenisme, zoals ook bij Holocaustontkenning en antisemitisme het geval is. Uit de wijze van organisatie en inhoud van de demonstratie is ook zichtbaar, hoe Turkije zich zorgen maakt en zich door middel van de ontkennings- en anti-armeense propaganda voorbereidt op het jaar 2015, het jaar waarin wereldwijd herdacht zal worden dat het 100 jaar geleden is dat de Armeense genocide plaatsvond.

De activiteiten van FAON voor de erkenning van de genocide zijn niet gericht tegen Turkse volk waar ook ter wereld, maar tegen de onkenning van het verleden door de Turkse regering. Alleen via erkenning door Turkije kan op termijn verzoening tussen de beide volken komen. Het is op te merken dat in het denken van Turken over de Armeense genocide al geruime tijd grote veranderingen hebben plaatsgevonden. Turken zowel in Turkije als in Nederland, die goed geïnformeerd zijn over de Armeense genocide, erkennen deze ook en hebben grote problemen met de ontkenning ervan. Bekend is dat zij problemen ervaren vanuit de nationalistische Turkse bevolkingsgroep, zodra zij hieraan uiting geven.

De druk uit Turkije is ook nog steeds aanwezig op de Nederlandse regering, die daarom vermijdt om zich in alle helderheid over de Armeense genocide uit te spreken. Er is voor deze opstelling van de Nederlandse regering geen rechtvaardiging, temeer daar die in bestrijding van alle kwesties in de wereld rond mensenrechten, racisme en genocide voorop wil lopen.

Critical Questions by the Dutch Parliament on the Turkish rally inciting hatred against Armenian Genocide Memorial

The Hague, 10 June 2014 – Written questions by Dutch MP Pieter Omtzigt (CDA – Christian Democratic Appeal) are the first factual response from Dutch side to the Turkish rally in Almelo on 1 June 2014. The written questions are submitted also on behalf of the Socialist Party (SP), the Christian Union (CU), the Reformed Political Party (SGP) and Party for Freedom (PVV). The rally, officially directed against the word “genocide” on the recently unveiled memorial on private property of the Armenian church in Almelo, turned into an event of genocide denial with a multitude of anti-Armenian slogans and chants.

FAON believes that such a hatred inciting rally can not remain without a sharp reaction and consequences and thanks the five factions at the Dutch Parliament for their critical questions. A fast response from the government would be preferable, especially as video clips of the rally not only are still circulating on the Internet, but are also regularly repeated on Turkish TV channel.

The questions of the five Parliamentary factions are addressed to the Minister of Foreign Affairs, the Minister of Social Affairs and Employment (including Integration portfolio) and the Minister of Security and Justice, as these ministers have involvement in this issue.

With regard to the manner of organising the rally, the Ministers are asked if they are aware that the rally is organised from Turkey, e.g. free bus transportation was arranged by Diyanet (Presidency of Religious Affairs of Turkey), that UETD (Union Europäisch-Türkischer Democrats), a lobby group of the ruling AKP party of Prime Minister Erdogan was involved, and it was urgently summoned in the mosques to take part in the rally.

Regarding the content of the rally, the submitted questions highlight the offensive and inflammatory slogans stirring up hatred and the intimidating setting with Ottoman costumes and equipment with military music. Speakers often grossly expressed the denial of the Armenian Genocide, in the same way as the Turkish government. The anti-Armenian intention appeared also by the fact that, in addition to the purpose of demonstration, other themes such as the question of Nagorno Karabakh were brought up and the organisors and the participants were lashed to chant (in Turkish) “Karabakh will be the tomb of the Armenian”.

The questioners ask whether there are grounds for the Public Prosecution for an investigation into the slogans and statements made at the demonstration. They also ask what steps the Minister of Foreign Affairs intends to take and whether he will discuss this matter with his Turkish counterpart. The Ministers are also asked whether they are willing to disassociate themselves from the nature and tone of the slogans used at the rally.

Comments by FAON
The rally on June 1st in Almelo was announced as a protest to the word Genocide on the Memorial at the Armenian Church in Almlo, but degenerated into a complete anti-Armenian, racist rally. It was further Ottoman music played by a band in historical Ottoman army attire, a direct reference to the time and the perpetrators of the Genocide. Internationally the historians and genocide experts of renown already for the long time and based on abundant research material agreed that there was Genocide and many countries have recognised the Genocide. In the Netherlands, the highest political body, the parliament, has recognised the Armenian Genocide unanimously in 2004 (Motion by Rouvoet).

FAON protests against these actions on June 1st in Almelo and requires urgent attention from the government and expects action, both regarding the content of the rally, as well as for the fact that the Turkish government is behind it. The denial of the Armenian Genocide goes hand in hand with racism and anti-Armenism, as in the case of Holocaust denial and anti-Semitism. It is also clear from the method of organisation and the content of the rally, how Turkey is worried, and is preparing by means of denial and anti-Armenian propaganda for the year 2015, the year in which worldwide the centenary of the Armenian genocide will be commemorated.

The activities of FAON for the recognition of the Armenian Genocide are not directed against Turkish people wherever in the world, but against the denial of the past by the Turkish government. Only with recognition by Turkey the reconciliation between the peoples can in time be realised. It should be menitioned that already major changes have taken place in the minds of Turks on the Armenian Genocide. Turks both in Turkey and in the Netherlands, who are well informed about the Armenian Genocide, and recognize these events as Genocide also have major problems with its denial. It is known that they are experiencing problems from the nationalist Turkish population, once they express themselves on this issue.

The pressure from Turkey is also still present on the Dutch government, which therefore avoids to speak in all clarity about the Armenian Genocide. FAON believes there is no justification for this attitude of the Dutch government, especially since the Dutch governement claims a leading role in the world on suppression of issues on human rights, racism and genocide.

Հոլանդիայի խորհրդարանի քննադատական հարցադրումները, Հայոց ցեղասպանության հուշահամալիրի դեմ թուրքական ատելություն սերմանող ցույցի մասին

Հաագա, 10 Հունիսի 2014 – Հոլանդական խորհրդարանի Քրիստոնյա Դեմոկրատական Կոչ (CDA) խմբակցության պատգամավոր Պիտեր Օմզիգտի գրավոր հարցերը հոլանդական կողմի առաջին արձագանքն է 2014 թ. հունիսի 1-ին Ալմելոյում կայացած թուրքական հանրահավաքի վերաբերյալ: Գրավոր հարցերը ներկայացվել են նաև Սոցիալիստական ​​Կուսակցություն (SP), Քրիստոնեական Միության (CU), Բարեփոխված Քաղաքական Կուսակցություն (SGP) և Ազատության համար Կուսակցություն (PVV) խմբակցությունների անունից: Հանրահավաքը, որ պաշտոնապես ուղղված է եղել վերջերս Ալմելոյի հայկական եկեղեցու սեփական բակում տեղադրված հուշարձանի «ցեղասպանություն» բառի դեմ, վերածվել է բազմաթիվ հակահայ լոզունգներով և հայտարարություններով լի ցույցի:

Հոլանդահայ Ֆեդերացիայի (FAON) կարծիքով նման ատելություն սերմանող հանրահավաք չի կարող մնալ առանց կտրուկ արձագանքի ու հետևանքների և շնորհակալություն է հայտնում հոլանդական խորհրդարանի հինգ խմբակցություններին` քննադատական հարցադրումների համար: Կառավարության արագ պատասխանը ցանկալի է, հատկապես նկատի ունենալով, որ հանրահավաքի տեսանյութերը ոչ միայն տեղադրված են համացանցում, այլ պարբերաբար ցուցադրվում են թուրքական հեռուստաալիքով:


Հինգ խորհրդարանական խմբակցությունների հարցերն ուղղված են Արտաքին Գործերի նախարարին, Սոցիալական Հարցերի և Աշխատանքի (որը կրում է նաև Ինտեգրացիայի պորտֆելը) նախարարին և Անվտանգության և Արդարադատության նախարարին, քանի որ այս խնդիրը որոշակիորեն վերաբերում է այդ նախարարներին:


Ինչ վերաբերում է հանրահավաքի կազմակերպման ոճին, նախարարներին հարց է ուղղվում թե արդյոք նրանք տեղյակ են, որ հանրահավաքը կազմակերպվել է Թուրքիայի անմիջական աջակցությամբ, օրինակ, Թուրքիայի կրոնական հարցերով վարչությունը (Diyanet İşleri Başkanlığı) ձրի ավտոբուսներ է տրամադրել հանրահավաքին մասնակցելու համար, իսկ Թուրքիայի վարչապետ Էրդողանի «Արդարություն և զարգացում» կուսակցության կողմանկից «Եվրոպայի թուրք դեմոկրատների միություն» (UETD – Union europäisch-Türkischer Demokraten) լոբբիիստական խմբավորումը ներգրավված է եղել հանրահավաքի կազմակերպման գործում և վերջապես բոլոր մզկիթներում կոչ է արվել մասնակցել այս հանրահավաքին:


Հարցադրումների հեղինակները ցանկանում են իմանալ, թե արդյոք հիմքեր կան Արդարադատության Նախարարության համար, որպեսզի հետաքննություն կատարվի հանրահավաքի լոզունգների ու հայտարարությունների կապակցությամբ: Նրանք նույնպես հարցնում են, թե Արտաքին Գործերի նախարարը ինչ քայլեր վերցնելու մտադրություն ունի և արդյոք նա կքննարկի այս հարցը իր թուրք գործընկերոջ հետ: Վերջապես նախարարներին հարց է տրվում, թե արդյոք նրանք պատրաստ են հրաժարվել հանրահավաքի բնույթից և ոճից և այնտեղ օգտագործված լոզունգներից:


Հոլանդահայ ֆեդերացիայի նկատողությունները
Հունիսի 1-ին Ալմելոյում կայացած հանրահավաքը հայտարարվել էր, որպես բողոքի ցույց հուշահամալիրի «ցեղասպանություն» բառի դեմ, սակայն այն վերածվեց ամբողջովին հակահայ, ռասիստական երանգավորումով ցույցի: Հանրահավաքի ընթացքում օսմանյան ռազմական տարազներով նվագախումբը նվագել է օսմանյան հաղթական երաժշտություն, դրանով իսկ ուղղակիորեն դիտավորյալ անդրադառնալով ցեղասպանության ժամանակաշրջանին և դրա հանցագործներին: Միջազգային հռչակավոր պատմաբանները և ցեղասպանության փորձագետներն արդեն երկար ժամանակ է ինչ հիմնվելով բազմաթիվ հետազոտական նյութերի վրա համաձայնվել են, որ հայերի նկատմամբ իրագործվել է ցեղասպանություն և շատ երկրներ ճանաչել են հայոց ցեղասպանությունը: Նիդեռլանդներում 2004 թվականին խորհրդարանը, որը երկրի ամենաբարձր քաղաքական մարմինն է, միաձայն ճանաչել է հայոց ցեղասպանությունը (Ռաուֆուտի բանաձևը):


Հոլանդահայ ֆեդերացիան բողոքում է հունիսի 1-ին Ալմելոյում տեղի ունեցած գործողությունների դեմ և պահանջում կառավարության անհապաղ ուշադրությունը, ակնկալելով գործնական քայլեր թե հանրահավաքի բովանդակության և թե Թուրքիայի կառավարության միջամտության ուղղությամբ: Ըստ էության հայոց ցեղասպանության ժխտումը ընթանում ձեռք ձեռքի տված ռասիզմի և հակահայ կեցվածքի հետ, ինչպես Հոլոքոստի ժխտման և հակասեմիտականության պարագայում: Հանրահավաքի կազմակերպման մեթոդից և դրա բովանդակությունից պարզ է դառնում թե Թուրքիան ինչքան մտահոգված է և պատրաստվում է ուրացման միջոցով և հակահայ քարոզչությամբ դիմակայել 2015 թվականը, երբ ամբողջ աշխարհում տեղի է ունենանալու միջոցառումներ նվիրված հայոց ցեղասպանության հարյուրամյակին:


Վերջապես Հոլանդահայ ֆեդերացիան ցանկանում է հստակորեն ընդգծել, որ ֆեդերացիայի գործունեությունն ուղղված է հայոց ցեղասպանության ճանաչմանը և երբեք ուղղված չէ թուրք ժողովրդի դեմ որտեղ էլ որ նրանք գտնվեն, այլ թուրք կառավարության կողմից անցյալի ժխտման դեմ: Միայն Թուրքիայի ճանաչումով է հնարավոր ժամանակի ընթացքում իրականացնել ազգամիջյան հաշտություն: Պետք է նշել, որ հայոց ցեղասպանության վերաբերյալ արդեն իսկ խոշոր փոփոխություններ են տեղի ունեցել թուրքերի մտքում: Այն թուրքերը թե Թուրքիայում և թե Նիդերլանդներում, ովքեր ծանոթ են ցեղասպանության պատմությանը և ճանաչում են այդ իրադարձությունները որպես ցեղասպանություն, նույնպես լուրջ խնդիրներ ունեն ցեղասպանությունը ժխտողների հետ: Հայտնի է, որ ազգայնամոլ թուրքերը նրանց ևս խնդիրներ են հարուցում, երբ նրանք իրենց կարծիքն են հայտնում այս հարցի մասին:


Թուրքիայի ճնշումը դեռևս առկա է նույնպես Հոլանդիայի կառավարության վրա, որը հետևաբար խուսափում է խոսել բոլոր հստակությամբ հայոց ցեղասպանության մասին: Հոլանդիայի կառավարության այս վերաբերմունքի համար չկա արդարացման որևէ հիմք, հատկապես, որ հոլանդական կառավարությունը պնդում է թե առաջատար դեր է կատարում աշխարհում, մարդու իրավունքների ոտնահարման, ռասիզմի և ցեղասպանության խնդիրների վերացման հարցերում:
